Case Study
Prior to using SuperSTAR it was virtually impossible for Stats SA to give their stakeholders all of the information they needed, especially at small geographical levels. National Statistics Offices need to make more data available, and faster. And they need to disseminate this greater amount of data to their internal and external users, who require self-service access. This poses the challenge of how to manage the dissemination process without threats to privacy and disclosure.
Further, there is a growing group of users who are ‘Prosumers’. This is an emerging type of user who requires access to data that is easy to understand, so they can then communicate it to existing users.

Each group or persona has different requirements:
Producers — internal users who collect and analyze microdata or unit record or survey data, and generate formatted reports, graphs, and maps for use by others.
Prosumers — perform the information analysis and participate in the informed decision making process or are the story tellers that explain the data.

Population Census

SuperSTAR Simplifies All Census Phases
National Statistic Offices use SuperSTAR in the following phases of a census:
- Evaluating questionnaire trials — Run check tables against census trials; nest or sub-nest fields in a table; recode fields; create derived (synthetic) fields; calculate totals, percentages and averages; view cells; view common statistics; export cells.
- Collecting for data validation / Post enumeration surveys analysis — Tabulate survey results after they are loaded to check results including relationships between variables, spatial relationships, and summary statistics.
- Producing tables — Set up tables in advance, and then tabulate in batch once the census master file is ready.
- Responding to ad hoc queries — Quickly respond to government and public requests for ad hoc census tables. Apply Duty of Care functions and advanced confidentiality routines to preserve confidentiality.
- Disseminating data to the public via the Internet — Tailor the dissemination method to provide the appropriate level of information and interaction for public users.
The Census Clock is Ticking
As the count down towards the census approaches National Statistical Offices need to be thinking about their Census collection, processing and dissemination process well in advance of the census night.
